Exploring Local Participatory Governance in Ireland: The Challenge of Community
On Wednesday 21st October, the NESF held a morning Plenary event, in the Royal Hospital Kilmainahm, to discuss the Draft Report on the topic of Exploring Local Participatory Governance in Ireland: The Challenge of Community Participation in the Delivery of Public Services.
Background to this Draft Report
Community participation is a key theme in debates on social exclusion and on partnership that have evolved in Ireland and across the EU in recent years. The aim of this project was to explore the theory and practice behind community participation in the Irish context. The NESF commissioned Dr Chris McInerney (Tipperary Institute) and Dr Maura Adshead (University of Limerick) to prepare a report to:
- Review literature on community participation both nationally and internationally;
- Identify the community participation infrastructure that currently exists in both the local authority and community and local development spheres;
- Sample a number of local authorities and community and local development agencies;
- Work with local personnel to identify models of community participation that have measurable or identifiable positive outcomes;
- Build on the analysis of case studies to make practical suggestions and recommendations for best practice in the realm of participation by local communities in the delivery of public services, and how barriers and constraints in this process could be best tackled; and
- Examine how the formulation and implementation of policies to enable local participatory governance have been implemented in a way that contributes to achieving social inclusion objectives.
